About the Opportunity

JSI Research & Training Institute, Inc. (JSI) is seeking a highly qualified Research Advisor (Consultant) to support ongoing learning activities under the HPV Vaccine Acceleration Program Partners Initiative (HAPPI). This initiative supports Ethiopia’s Ministry of Health and the Expanded Program on Immunization (EPI) in strengthening HPV vaccine delivery and revitalizing routine immunization (RI) systems.

This consultancy focuses on HPV vaccination delivery in fragile and conflict-affected settings, with the aim of enhancing program quality and sustainability. The selected consultant will work closely with the national EPI unit, health facilities, and JSI’s global team to implement and coordinate critical research activities.


Background

JSI, through the HAPPI Consortium, is conducting a series of interlinked studies to better understand the delivery and sustainability of HPV vaccination programs in Ethiopia. These studies examine the effectiveness of HPV vaccine delivery, especially in complex environments such as refugee camps, IDP settlements, conflict zones, drought-affected areas, and urban slums.

As part of this effort, JSI is recruiting a Research Advisor to lead field coordination, data collection, analysis, and reporting to support evidence-based decision-making within Ethiopia’s national immunization framework.


Objectives of the Consultancy

  • Coordinate and implement HPV vaccine research and learning activities.

  • Document HPV vaccine program continuity and delivery in fragile settings.

  • Extract and synthesize data related to the frequency, reach, and coverage of HPV vaccination sessions conducted by health facilities.


Key Responsibilities

Under the direction of the JSI Senior Research Advisor, the Consultant will:

  • Complete orientation on research protocols and data collection tools.

  • Collaborate with the national EPI unit to select 30 health facilities for study.

  • Schedule and conduct field visits in partnership with district health officers.

  • Conduct up to 8 national-level key informant interviews.

  • Extract and compile data from health facilities using standard forms.

  • Observe and document HPV vaccination activities at field sites.

  • Prepare summaries, reports, and contribute to data synthesis.

  • Provide regular updates to JSI’s US-based central team.


Management Duties

  • Plan and implement assigned research tasks per the work plan.

  • Maintain consistent communication and progress reporting with the JSI central team.

  • Adapt to new activities as needed in collaboration with the JSI team.

Required Qualifications

  • Master of Public Health (MPH) or equivalent advanced degree.

  • Minimum 5 years of experience in public health, specifically routine immunization programs.

  • Experience with program evaluation, health facility research, and EPI systems.

  • Strong understanding of immunization service delivery, preferably in fragile contexts.

  • Excellent communication, writing, and interpersonal skills.

  • Ability to work independently and manage multiple tasks under tight deadlines.

  • Experience coordinating with national and district health systems.

  • Familiarity with multi-agency collaboration and stakeholder engagement.

  • Knowledge of the Ethiopian public health landscape; experience with Malawi’s EPI program is a plus.


Compensation and Duration

  • Consultancy fee: Negotiated based on qualifications, experience, and JSI’s standard rates.

  • Work days: Up to 59 days total.

  • Note: The fee does not include expenses for travel, coordination, or logistics related to stakeholder engagement or field visits.
