Job Overview:
IRC is hiring a Senior Livelihood Project Officer to lead the implementation of a multi-year Humanitarian-Development-Peace Nexus (HDP) project focused on food security, climate resilience, and livelihood improvement in Kersa and Fedis Woredas, East Hararghe Zone.
You will be responsible for planning, supervising, and reporting on key interventions such as:

Climate-smart agriculture

Disaster Risk Reduction (DRR)
-
Livelihood diversification
-
Market systems strengthening
-
Peacebuilding and social cohesion
Key Responsibilities:
Project Implementation & Technical Support:
-
Lead assessments (market, gender, conflict, etc.) to inform strategies
-
Guide local staff on livelihood and DRR interventions
-
Train communities on Nutrition-Sensitive Agriculture (NSA) and Climate-Smart Agriculture (CSA)
-
Monitor soil, water, and land rehabilitation projects
-
Support women and youth-focused entrepreneurship programs (Learn to Earn, VSLA, etc.)
Monitoring, Reporting & MEAL:
-
Collaborate with MEAL teams for baseline and end-line assessments
-
Prepare weekly, monthly, and quarterly reports
-
Capture lessons learned and best practices for adaptive learning
-
Ensure accountability, gender inclusivity, and “Do No Harm” practices
Finance & Budget Support:
-
Assist in annual budgeting and procurement planning
-
Monitor spending and cost-effectiveness in target areas
-
Support smooth financial operations and documentation
Coordination & Capacity Building:
-
Supervise woreda-based project staff
-
Organize trainings for government partners and stakeholders
-
Attend zonal and woreda coordination meetings
-
Engage with local authorities, NGOs, CBOs, and private sector actors
Job Requirements:
Education:
-
BA/BSc with 2 years of experience or MA/MSc with 1 year in Agriculture, Food Security, Rural Development, Disaster Risk Management, or related fields
Skills & Experience:
-
Strong project and team management skills
-
Technical expertise in livelihoods, agriculture, and DRR

Budget planning and donor reporting experience
-
Excellent communication and stakeholder engagement
-
Proficiency in Microsoft Office
-
Fluent in English; local language knowledge is an asset
