Technical Focus
The National Compliance Specialist will work under the direct supervision of the Compliance Advisor to support monitoring of project outputs, ensure compliance with FAO administrative, financial, and operational policies, and oversee the day-to-day management of the Call Centre.
Tasks and Responsibilities
The duties of the National Compliance Specialist include:
· Internal Compliance:
- Assist in formulating and analyzing internal documents such as the Risk Log, Internal Control Questionnaire, and Fraud Prevention Plans.
- Review and strengthen internal controls related to operations and humanitarian compliance.
· Risk Management:
- Identify and integrate risk management, compliance, and quality assurance tools into operations and programs.
- Recommend strategies to strengthen compliance with FAO rules and regulations.
· Policy and Capacity Building:
- Support implementation of audit recommendations and establish operational processes for compliance with resource partner fiduciary requirements.
- Conduct due diligence reviews for implementing partners and provide capacity-building support.
· Call Centre Management:
- Oversee the day-to-day management of the Call Centre in Addis Ababa to ensure effective operations.
· Additional Responsibilities:
- Follow up on FAO survey methodologies and data storage formats.
- Contribute to capacity building, risk mitigation, and compliance across various teams.
- Perform other related duties as required.
Candidate Requirements
Minimum Qualifications:
- Education: Bachelor’s degree in management, development studies, sociology, public administration, political science, community development, or a related field.
- Experience: At least 5 years of relevant work experience, including coordination of call centre operations and experience in complaints handling or feedback mechanisms.
- Languages: Working knowledge (Level C) of English (FAO’s official communication language) and local languages is required.
- Nationality: Must be a national of Ethiopia.

Technical/Functional Skills:
- Ability to work under pressure in complex humanitarian contexts.
- Experience in compliance management and monitoring in large organizations.

- Knowledge of humanitarian principles and familiarity with relevant UN agencies.
Selection Criteria:
- Extent and relevance of compliance-related experience.
- Familiarity with United Nations rules and operational procedures.
- Analytical skills and knowledge of FAO systems and databases.
