    Reports to: Area Office Lead (with functional relationship to the Lead, WASH Engineer)

    Contract Type: Indefinite (subject to performance and funding availability)
    Remuneration: As per PSI Ethiopia’s salary scale, plus benefits

Position Summary:

PSI Ethiopia is seeking highly motivated WASH Officers to support the implementation of the GiveWell Inline Chlorination (ILC) Project. As part of PSI’s WASH program, WASH Officers will ensure quality implementation of water safety interventions, including community education, stakeholder engagement, and monitoring of chlorination systems.

The role requires strong technical knowledge of water treatment, experience in WASH project implementation, and a passion for community-based health promotion. You will work closely with WASH Engineers, the SBCC Coordinator, and M&E staff to deliver impactful, evidence-based water safety solutions at the woreda level.


Key Responsibilities:

  • Plan and implement inline chlorination systems at water sources and distribution points in partnership with woreda water offices and WUAs.

  • Monitor chlorine dosing procedures and maintain water quality standards.

  • Support routine monitoring of chlorine residuals and troubleshoot technical issues.

  • Conduct community education on water treatment, safe storage, and hygiene.

  • Implement SBC (Social and Behaviour Change) activities in coordination with the SBCC Coordinator.

  • Support the creation and distribution of culturally appropriate IEC materials.

  • Facilitate community engagement through meetings, focus groups, and training sessions.

  • Conduct SBC outreach with local leaders, health professionals, and community-based organizations.

  • Organize and deliver training for volunteers, health workers, and woreda staff on inline chlorination and WASH practices.

  • Collaborate with the M&E Coordinator to monitor project activities, analyze performance data, and report on progress.

  • Conduct regular field visits to oversee implementation, gather feedback, and ensure quality standards.

  • Prepare reports on key achievements, challenges, and lessons learned.

  • Document activities, training sessions, and field monitoring data for internal use and donor reporting.

  • Facilitate capacity-building activities for WASH Committees (WASHCOs) and WUAs.

  • Coordinate with local government offices, NGOs, and WASH stakeholders at the woreda level.

  • Represent PSI in woreda and zonal forums, stakeholder meetings, and coordination platforms.


Qualifications and Experience:

  • Master's degree in WASH Engineering, Public Health, Environmental Science, or a related field with at least 2 years of relevant experience
    OR

  • Bachelor’s degree in the same fields with at least 4 years of experience

  • Field experience in WASH project implementation, preferably in rural or semi-urban areas

  • Strong understanding of water quality management and inline chlorination technologies

  • Experience in social and behaviour change communication (SBCC) and/or monitoring and evaluation (M&E)

  • Proven ability to engage with local communities and coordinate across diverse stakeholders

  • Familiarity with government systems, particularly in health and water sectors

  • Fluency in local languages and strong communication skills in English and Amharic

  • Proficiency in data collection, reporting, and field documentation

  • High level of motivation, integrity, and the ability to work independently and as part of a team

  • Willingness to travel frequently and work in challenging field environments
