Responsibilities and Duties
The Private Sector Advisor will support private sector organizations in selected economic sectors to enhance their involvement in planning, managing, and implementing Technical and Vocational Education and Training (TVET). Key responsibilities include:
1. Advisory Support:
- Advise the Ministry of Labor and Skills (MoLS), TVET authorities, institutions, and private sector organizations such as the Ethiopian Chamber of Commerce and Sectoral Association (ECCSA) on increasing private sector participation in TVET reforms and delivery.
- Provide capacity-building training to private sector representatives on TVET collaboration and participation.
2. Public-Private Dialogue:
- Establish or strengthen cooperation platforms for public-private dialogue on TVET at national and regional levels.
3. Human Resource Needs Assessment:
- Support private sector organizations in assessing labor market needs, considering the digital and green transformation.
4. Gender and Inclusivity:
- Promote gender-transformative and inclusive approaches in TVET reforms, cooperative training models, and employment promotion measures.
5. Program Design and Implementation:
- Engage the private sector in designing, planning, and implementing cooperative training programs and employment measures in collaboration with public and civil society stakeholders.
6. Project and Stakeholder Management:
- Contribute to monitoring and evaluation, reporting, communications, knowledge management, and stakeholder engagement.
- Track developments in Ethiopia’s TVET system and identify new opportunities for the project and business development.
7. Contract Management:
- Oversee Finance Agreements, Consulting Contracts, and Local Subsidy Contracts.
Required Qualifications, Competencies, and Experience
Educational Qualifications:
- Master’s degree (or equivalent) in Human Resource Management/Development, Vocational Education, or a related field.
Professional Experience:
- Minimum of 5 years of work experience in Human Resource Management, preferably in Human Resource Development within the private sector.
Additional Competencies:
- Proven experience in TVET, including managing cooperative training models and collaboration with TVET institutions.
- Strong knowledge of the Ethiopian TVET system.
- Language Proficiency: Business fluency in English and Amharic is required.
