About the Role

World Vision Ethiopia (WVE) is seeking a Digital Platform Specialist for a multi-million-euro Rapid Response Mechanism (RRM) project led by IRC, comprising 12 consortium partners. Reporting directly to the WVE MEAL Director and leading the Consortium’s MEAL Working Group, the Digital Platform Specialist will enhance program quality through digital solutions for Monitoring, Evaluation, Accountability, and Learning (MEAL). The role focuses on designing, developing, and managing digital platforms such as RedRose to streamline processes, improve data accuracy, and ensure sustainability throughout the project lifecycle.


Key Responsibilities

Digital Platform Development and Management (40%)

  • Lead the creation and integration of digital tools and platforms for MEAL frameworks.
  • Develop a centralized database for the ECHO RRM 2.0 project.
  • Enrich GIS and M&E systems with spatial and quantitative data.
  • Build and maintain impact dashboards using tools like Power BI.
  • Guide partners in deploying a centralized digital MEAL framework with real-time data access.
  • Ensure secure storage of MEAL data with controlled access for stakeholders.
  • Provide technical leadership for digital tools supporting multi-sectoral responses (e.g., WASH, Health, Protection).
  • Design digital accountability systems for timely feedback and data-driven program improvements.

Collaboration and Coordination (30%)

  • Plan and manage quarterly consortium coordination meetings using digital platforms.
  • Support joint monitoring visits with government representatives and use digital tools for capturing insights.
  • Provide technical assistance for preparing high-quality donor reports using digital data visualization tools.
  • Deliver virtual orientations and training sessions for consortium partners on MEAL objectives and tools.

Digital Data Collection, Analysis, and Knowledge Management (30%)

  • Organize project validation workshops and review forums using digital platforms.
  • Generate actionable insights from data using advanced analysis tools.
  • Maintain and oversee the consortium’s digital management systems, ensuring accessibility and consistency.
  • Write comprehensive donor-standard reports aligned with MEAL frameworks.

About You

Education and Experience

·         Required:

    • Bachelor’s degree in Data Science, Statistics, Computer Science, Social Sciences, or related field (Master’s preferred).
    • Minimum 10 years of MEAL experience, including 2 years in a consortium or partnership context.
    • Expertise in developing and managing digital MEAL systems.

·         Desirable:

    • Advanced proficiency in data analysis tools (Python, SPSS, R).
    • Experience with data visualization tools like Tableau or Power BI.
    • Knowledge of relational databases (SQL Server, PostgreSQL, MySQL).
    • Familiarity with platforms like CommCare, KoBo, LMMS, and RedRose.

  • Strong understanding of data quality assurance processes.
  • Ability to generate insights from large datasets and create user-friendly dashboards.
  • Expertise in integrating digital technologies into MEAL systems.
  • Proven training and workshop facilitation skills.
  • Excellent communication and report writing abilities.
