Position Overview

American College of Technology (ACT) is looking for a skilled Monitoring and Evaluation (M&E) Specialist to lead the design, coordination, and implementation of M&E systems across its development programs. This role is essential in tracking program impact, ensuring data quality, and driving informed decision-making.


Key Responsibilities

  • Design and refine M&E frameworks, indicators, and data collection methodologies.

  • Oversee implementation of M&E plans and ensure proper data management across programs.

  • Lead baseline, midline, and endline evaluations.

  • Analyze data (quantitative and qualitative) and generate comprehensive reports for internal and donor use.

  • Train and support staff on M&E tools and best practices.

  • Facilitate learning and reflection sessions to improve program quality.

  • Ensure compliance with donor and international M&E standards.


Qualifications and Experience

  • Master’s degree in Monitoring and Evaluation, Economics, Development Studies, Statistics, Public Policy, or a related field.

  • Minimum of 5 years of professional experience in M&E, with at least 2 years in a senior or specialist role.

  • Demonstrated ability to develop and implement M&E systems for development or humanitarian projects.

  • Strong skills in data analysis using tools like SPSS, STATA, Power BI, or R.

  • Experience with digital data collection platforms (e.g., Kobo Toolbox, CommCare, SurveyCTO).

  • Excellent writing and communication skills, with experience in preparing high-quality reports.


Preferred Qualifications

  • Experience in sectors such as education, health, agriculture, governance, or humanitarian aid.

  • Familiarity with donor frameworks such as Mastercard Foundation, World Bank, or UN agencies.

  • Knowledge of training and staff capacity development in M&E.
