As part of this plan, WFP Ethiopia is intensifying its use of technology to improve its operations especially through the digitalization of its beneficiary management and assistance systems.
Job Purpose
WFP is seeking an IT Operations Officer to serve as the DAS (Digital Assistance Services) Operations Lead. The selected candidate will oversee the deployment and management of digital platforms like SCOPE for beneficiary registration, data collection, and the delivery of food and cash-based assistance. This role involves leading the technology rollout across field offices, ensuring strong coordination, and maintaining system integrity and operational support.
Key Responsibilities

Lead the implementation and expansion of SCOPE and related systems across Ethiopia to support effective beneficiary management.

Support the rollout and operational use of DAS solutions for both in-kind and cash-based assistance delivery.

Analyze IT infrastructure and operational needs for deployment, including equipment, staffing, and budgeting.

Coordinate and deliver technology training and capacity-building activities for WFP staff and cooperating partners.

Serve as the focal point with the global SCOPE Service Desk to address technical and operational issues.

Collaborate with internal stakeholders, including Programme, CBT/IDM, Procurement, Supply Chain, RAM, and Finance teams during planning and implementation phases.

Monitor SCOPE usage to ensure data accuracy, compliance, and adherence to established practices.

Perform other relevant duties as required to support the successful execution of digital assistance operations.
Minimum Qualifications
Education
-
Advanced university degree or first-level university degree in Information Systems, Computer Science, Information Technology, Data Science, or related fields.
Experience
-
Minimum of three years of progressively responsible postgraduate experience.

Experience in client-facing technology implementation roles or humanitarian programme planning and delivery.

Experience working with humanitarian partners, private sector, or government on digital solutions for aid delivery.

Proven expertise with SCOPE is required; experience with MODA and PIT is an advantage.

Knowledge and experience in managing food or cash-based assistance systems is highly valued.

Background in stakeholder coordination and data privacy best practices is an asset.

Prior experience in humanitarian or hardship environments is desirable.
Languages

Fluency in English (Level C) is required.
Desired Experience

Hands-on experience in SCOPE deployment and operations.

Strong analytical skills related to data handling, digital transformation, and technology project management.

Demonstrated success in coordinating with cross-sectoral stakeholders and managing large-scale IT rollouts.
